Your water heater has failed and water is on the floor
A tank water heater fails in a predictable way. The steel liner corrodes, a pinhole opens, and water seeps from the base or the seams. By the time you see a puddle, the tank is finished. Repair is not an option for a leaking tank, because no one can patch the inside of a sealed vessel.
Same-day replacement is often possible when the right size unit is on the truck or at the supply house, and after-hours calls get the same attention as daytime ones. The first job on arrival is to stop the water and make the area safe, then confirm the fuel type, the tank size and the venting before anything is ordered.
If you smell gas at any point, do not stay to troubleshoot. Leave the building, call 911, then call PG&E at 1-800-743-5000. Tell us afterward and we will plan the replacement around the gas company's all-clear.
Repair or replace: five checks that settle it
Most homeowners want a straight answer, so here is how a plumber decides. Run down this list and count how many rows point to replacement.
| Check | Points to repair | Points to replace |
|---|---|---|
| Where is the water? | Coming from a fitting, valve or the relief line | Coming from the tank body or the base |
| Age on the data plate | Young unit with one failed part | Roughly a decade or more of service |
| Failure type | Thermostat, element, pilot or thermocouple | Rust-colored hot water, tank corrosion, burned-out burner assembly |
| Repair cost versus new unit | Part is small next to a new unit | Repair would be a large share of replacement |
| Sediment and rumbling | Light, clears with a flush | Heavy scale that has insulated the burner or element |
A body leak settles it on its own. For the other rows, a plumber can tell you in one visit what is worth fixing. See water heater repair when the tank itself is sound.

Gas, electric or hybrid heat pump: what changes at replacement
Gas tank
The familiar choice with fast recovery. It needs a proper flue, combustion air, a gas shutoff, a sediment trap and a flexible connector. Venting that no longer fits the new unit is the most common surprise.
Electric tank
Simple venting and no gas line, but it needs a dedicated circuit sized for the unit. Recovery is slower than gas, so household hot water habits matter more.
Hybrid heat pump
Uses a heat pump on top of the tank to move heat instead of making it. It needs a dedicated circuit, a condensate drain, and open air around the unit because it cools the space it sits in.
Same size or a change
Swapping like for like keeps the existing gas, venting and electrical. Changing fuel means new work in the wall or panel, and that is where permits and inspections come in.
BAAQMD Rule 9-6 and the heat pump incentive in Union City
The Bay Area Air Quality Management District's Rule 9-6 sets a zero-NOx standard for new natural gas water heaters. It is currently scheduled to take effect in January 2027, and a proposed one-year delay is under Board consideration. The rule applies when a burned-out unit is replaced, so a heater that dies today is replaced under the rules in force on the day of the swap.
The practical payoff is timing. If you are choosing between gas and a heat pump, ask which gas models are available on your install date.
BayREN pays a 1,000 dollar incentive to the participating contractor for a qualifying heat pump unit (UEF 3.3 or higher) that replaces a gas heater, for Ava Community Energy customers. Union City is served by Ava, and customers may return to PG&E at any time, so check which one is on your bill before counting on it.

What a proper replacement visit covers
- Shutdown and drain. Water, fuel and power are isolated and the old tank is drained safely.
- Seismic bracing. California Health and Safety Code 19211 requires new and replacement water heaters to be braced, anchored or strapped against earthquake motion.
- Code connections. New flexible connectors, a relief valve with a proper discharge line, a gas shutoff and sediment trap on gas units, and a pan or drain where the location calls for it.
- Venting and combustion air. Gas flues are checked for draft and condition before the burner is lit.
- Permit question. The City of Union City says a plumbing permit is needed for most construction. Confirm your job with the Building Division at 510.675.5313.
- Haul-away. The old tank leaves with us, not in your garage.
Union City adopted the 2025 California codes, effective January 1, 2026, so the work follows the current California Plumbing Code. For work that is not a straight swap, see water heater installation.
Sizing the new tank without guessing
Tank size follows the number of people, bathrooms and fixtures that run at once. A tank that was fine for two adults often struggles once a household grows. The first-hour rating on the label matters more than the gallon count.
If your family has changed, tell the plumber. If the old unit never kept up, a larger tank or a different fuel may fix a problem the last installer built in. For very high demand, tankless water heaters are worth comparing.
After-hours replacement across Union City
A tank can fail on a Saturday night as easily as a Tuesday. We answer nights, weekends and holidays and treat a flooding garage the same way at any hour. We also work in Fremont and across the Tri-City area, see emergency plumbing in Fremont.
Water heater replacement questions
Yes. The line is answered 24/7, including nights, weekends and holidays. For a leaking tank we first help you stop the water and power or gas, then plan the swap, often the same day depending on unit availability and the venting your home needs.
If the water is coming from the tank body or base, no. The steel liner has corroded and the tank cannot be patched. If it is leaking from a fitting, valve or relief line, a repair may be enough.
No. Rule 9-6 is currently scheduled for January 2027, with a proposed one-year delay under Board consideration. You can choose gas, electric or heat pump, and a plumber can tell you what is available when you buy.
It is paid to the participating contractor and applies to a qualifying heat pump unit replacing a gas heater for Ava Community Energy customers. Ask the contractor how it is applied before you commit.

That depends on the unit and the water. In Union City, hardness averages about 8 grains per gallon, so sediment builds in a tank over time. A yearly flush and an anode rod check often extend the life of a unit.
