What builds the price of a tank replacement
The tank itself is one line on the quote. The rest depends on what has to change around it.
If the heater fails at a bad time
Shut the cold water supply valve on top of the unit, and turn off power at the breaker or set a gas heater to pilot or off. If water is leaking, the floor and the surroundings matter more than the tank, so move anything valuable away from the puddle.
If you smell gas, leave the building and call 911 first, then PG&E at 1-800-743-5000. Do not flip switches or use a phone indoors until you are out.
Common replacement scenarios and what each adds
| Scenario | What changes | Effect on the job |
|---|---|---|
| Like-for-like gas tank swap | Same fuel, same location, new unit and code items | The baseline job |
| Replace with a larger tank | Bigger footprint, possible vent or pan changes | Adds parts and some labor |
| Move the heater to a new spot | New gas, water and vent runs | Adds the most labor and may bring a permit review |
| Gas to heat pump electric | Electrical circuit, condensate drain and space for airflow | Adds electrical work, may qualify for an incentive |
| Gas to standard electric | New circuit and no vent | Adds electrical work, removes vent work |
Heat pump units need clearance and airflow, so the closet or garage layout matters as much as the price tag.
Repair or replace the tank?
Repair usually makes sense when
- The heater is leaking from a fitting, valve or connection, not from the tank
- A thermostat, element or gas valve has failed on a unit that is otherwise sound
- The data plate shows the unit is well within its expected life, which is often around a decade for tank heaters
- The unit is still under the manufacturer's coverage
Replacement usually makes sense when
- Water is leaking from the tank body or from the base
- Hot water runs rusty or the tank sediment will not flush out
- You have paid for repeated repairs in the last couple of years
- The unit is at or past a typical service life
A leak at the bottom of the tank is the most common reason for a replacement. If a repair is the better answer, water heater repair often costs far less than a new tank.
Cold shower and a puddle by the heater?
Shut off the water and gas or power to the unit, then call. A plumber can tell you whether it can wait for a daytime visit.
Rules that touch a Union City tank replacement
California requires new and replacement water heaters to be braced, anchored or strapped against earthquake movement. A quote that leaves out bracing is leaving out a code item, so look for it as a line.
Bay Area gas heaters face a zero-NOx rule. The Air District's Rule 9-6 is currently scheduled for January 2027 and applies when you replace a burned-out unit. A one-year delay is proposed and the Air District Board is expected to consider it this year. Ask each contractor what they can install on the date you need it.
BayREN also lists a 1,000 dollar incentive paid to participating contractors for qualifying heat pump water heaters replacing gas, for Ava Community Energy customers, so ask whether it is on your quote.

How to compare two water heater quotes
Photograph the data plate
Capacity, fuel, UEF and age give every contractor the same starting point.
Match capacity, fuel and warranty term
Compare like with like. A different tank size or a shorter warranty makes a cheaper number meaningless.
Look for the code items
Bracing, expansion tank, pan with drain, discharge pipe and shutoffs should each appear.
Find the permit and haul-away lines
If they are missing, ask whether they are included or extra.
Ask what happens if the vent or gas line needs work
A good quote says how a surprise will be handled before it happens.
Get at least two quotes, and give each contractor the same photo of the data plate and the same description of the location. If one number is far lower, the missing lines are usually the reason. If it is far higher, ask what extra work is in it and why.
Water heater replacement questions
Usually the code items, the venting, the permit and the haul-away are in one quote and not the other. Compare the line items, not the totals.
Not today. The Bay Area zero-NOx rule is currently scheduled for January 2027 and applies when a gas heater burns out. A one-year delay is proposed, so ask a contractor what is available on your date.
The City of Union City says a permit is needed for most construction. Its published document does not name water heaters, so call the Building Division at 510.675.5313 and ask. A contractor should handle it.
Around a decade is common, though it varies by water, usage and maintenance. The data plate shows the manufacture date. Hard water can shorten life by building sediment in the tank.
No. A larger tank costs more, takes more space and loses more heat while it sits. Match capacity to the number of people and how many showers overlap.
Yes. Fremont is part of the same Tri-City area, and the same water and sewer agencies serve it. See our Fremont emergency plumber page.
